Fire wxEVT_WEBVIEW_NAVIGATING when redirecting

When using IE wxWebView backend, this event wasn't generated as expected
when the client was redirected.

Fix this by using DOCHOSTUIFLAG_ENABLE_REDIRECT_NOTIFICATION flag.
